belts are very easy to replace. i dont recommend using an type of lubricant to stop the belt noise as if it get son your pulleys you can experience belt slipping which can ruin the belt. i suggest just buying a new belt and having it installed. The lock im guessing is a pop off and can be changed very easily and a new one can be bought at a auto parts store. i would start with a desired amount, if he needs $2500 ask for $3500 (or higher) and accept the best offer. never go below the $2500
